Updates the reusable multi-arch kernel CI workflow to recognize a new “RLC” branch naming convention when determining the PR base branch (used for baseline selection and PR creation).
Changes:
- Add support for extracting a base branch from
{user}_rlc-N/VERSIONbranch names. - Keep legacy
{user}_BASE/{user}-BASEextraction with whitelist validation. - Improve error output to document the supported patterns.
